The UP2030 Service Platform is a knowledge hub designed to support cities and urban districts in their urban transformation. It was designed to offer tailored solutions, policies recommendations and strategic tools for cities and urban districts seeking innovative approaches to upscale (add the link to the MOOC video) urban planning projects and processes.

 

The Platform helps cities meet their goals of climate neutrality, resilience and spatial justice by providing science-based tools and methods developed within the UP2030 project.

 

Understanding UP-SCALING

The UP2030 Service Platform has been built around the concept of upscaling. It is defined as the ability to effectively expand or adapt policies, programs or projects and expand it while maintaining efficiency in terms of people served, revenues generated or other similar targets. The Service Platform equips cities with the necessary tools and strategies to refine their governance and financial frameworks in order to upscale a tested pilot project or initiative to other areas of implementation.

 

The upscaling component is one of the main pillars of the 5UP Approach, an innovative urban planning methodology created and tested in the UP2030 project. The methodology consists of five essential steps that cities need to follow for constructing a coherent and solid planning structures.

These tools support local governments, urban planners and policymakers in navigating governance structures, financial strategies and economic evaluations to ensure to ensure effective and sustainable urban transformation.

  • Governance Tool – A self-assessment framework for cities to evaluate and enhance their governance structures, enabling stronger institutional arrangements for urban transformation.
